Google says local results are based mainly on relevance, distance and prominence. A business must match the search, be close enough to the searcher and demonstrate enough real-world credibility to deserve visibility.

Behavioral signals belong in the discussion too, but Google does not publish a complete list of user actions that directly affect rankings.

Local SEO is not a contest to complete the most tasks. It is an effort to identify and remove the biggest constraint affecting a specific business in a specific market.

Two businesses can show the same problem on the surface and need completely different fixes. One may have the wrong primary category. Another may sit too far from the searchers it wants to reach. A third may lack the reviews, authority and local evidence stronger competitors have earned.

The first three are confirmed by Google. The fourth captures practitioner observations and the quality of the customer experience.

The most controllable signal

Relevance: match the business to the search

Relevance is the degree to which a Business Profile and its connected website match what a person is searching for. It is built across the entire local entity, not by repeating one keyword in one field.

Choose the right primary category

Use the most specific category that represents the business's main real-world activity.

Complete the profile

Accurate services, hours, contact information and attributes reduce ambiguity.

Build dedicated service pages

Give each important service its own scope, proof, process and local context.

The constraint

Distance cannot be optimized away

Distance measures how far the business is from the searcher or the location named in the query. This is why two people searching the same keyword minutes apart can see different local packs.

A business can correct its location data, map pin and service configuration. It cannot legitimately make itself physically close to every searcher.

There is no universal single factor, but the primary Google Business Profile category is one of the most controllable and consistently influential. Proximity remains powerful, but a business cannot legitimately optimize away its physical location.
